Jiangsu Province actively responded to the call of the 'Opinions of the Central Committee of the Communist Party of China and the State Council on Deepening the Fight against Pollution' to 'encourage qualified provinces to promote the construction of 'waste-free cities' throughout the region' and issued the 'General Office of the Provincial Government on Issuing the Construction of 'Waste-Free Cities' throughout Jiangsu Province on January 9, 2022 'Notice of the Plan' (Su Zhengbanfa [2022] No. 2), it is proposed that by 2025, the task of building a 'waste-free city' will be completed across the entire province, and the province will be deployed to promote the construction of a 'waste-free city' across the province. Focusing on improving the utilization level of solid waste treatment resources in our province, the following specific work has been carried out:

The first is to promote the construction of 'waste-free cities' across the region. The General Office of the Provincial Government is requested to issue the 'Jiangsu Province-wide 'Waste-Free City' Construction Work Plan' (Su Zhengban Fa [2022] No. 2), which proposes targeted tasks from the institutional levels such as regulations, standards, and institutional mechanisms, builds a recycling system, and promotes the formation of a green development pattern. In June 2022, the 'Jiangsu Province's 'Waste-Free City' Construction Indicator System' (Jiangsu Province's Pollution Prevention and Control Instruction Office [2022] No. 53) was issued in the name of the Provincial Pollution Prevention and Control Headquarters Office, which established an indicator system consisting of 5 first-level indicators, 17 second-level indicators, and 65 third-level indicators, and put forward specific requirements for the source reduction, resource utilization, and final disposal of solid waste.
2. Guide various localities to build solid waste industrial parks around garbage treatment facilities. Our department organized the preparation of the '14th Five-Year Plan' for the Development of Environmental Sanitation in Jiangsu Province, which clarified the overall development goals of waste treatment in the province and the construction tasks of facilities in various places. Guide all localities to coordinate the construction of various solid waste treatment facilities such as urban domestic waste incineration plants, promote collaborative disposal, joint construction and sharing of facilities, reduce operating costs, and effectively reduce the impact of 'NIMBY'. Seven recycling industrial parks including Xuzhou and Jiangyin have been included in the national resource recycling base construction pilot; solid waste industrial parks in Yancheng, Yangzhou, Taizhou and other places have formed a scale, and the construction of solid waste industrial parks in the province is generally at the leading level in the country.
3. Actively promote the comprehensive utilization of industrial solid waste. The first is to promote the reduction of industrial solid waste at its source. Taking the source reduction and comprehensive utilization of industrial solid waste as an important part of the construction of green factories, promoting enterprises to improve resource and energy utilization, improve the level of green manufacturing, and reduce the generation of industrial solid waste from the source. The second is to promote the comprehensive utilization of solid waste. Encourage enterprises to build comprehensive solid waste utilization projects, and support companies such as Liyang Tianshan Cement and Jinfeng Cement to use cement clinker rotary kilns to implement solid waste co-processing projects such as domestic waste. Vigorously develop new wall materials that use waste. In the new wall material product catalog released by our province, 90% are produced using solid waste. The third is to improve the level of solid waste disposal and utilization. Since the '14th Five-Year Plan', our province has used special guidance funds for the transformation and upgrading of the provincial industrial and information industries to support a group of key enterprises in implementing solid waste disposal and utilization technology and equipment industrialization projects, effectively improving the level of domestic waste incineration power generation, hazardous solid waste disposal, kitchen waste recycling and other technical equipment levels.
4. Deepen the promotion of garbage classification and management. The 'Implementation Plan for the Special Action on Classification and Treatment of Urban and Rural Domestic Waste' and the 'Implementation Opinions on Further Promoting the Classification of Urban and Rural Domestic Waste' were issued to promote various localities to accelerate the establishment of a waste classification and processing system for classified placement, collection, transportation, and treatment. Revise the provincial urban city appearance and environmental sanitation management regulations, establish a special chapter for garbage classification, and accelerate the establishment of a garbage classification system based on the rule of law. In accordance with the development direction of 'full incineration' of domestic waste, we will make every effort to promote the construction of waste incineration plants and continue to strengthen supervision of facility operation. The domestic waste processing capacity will generally meet the demand, and the facility operation will be standardized and discharge standards will be met. As of now, there are 106 domestic waste treatment facilities in the province, with a daily processing capacity of 104,000 tons, of which 86,200 tons are incinerated, and 'full incineration' of domestic waste has been achieved. The province's urban domestic waste has achieved harmless treatment of all urban domestic waste for many years in a row, and the harmless treatment rate of urban and rural domestic waste exceeds 99%.
5. Improve technical support for the comprehensive utilization of various types of construction solid waste. Based on the actual situation of the province, our department has issued more than 30 documents, including the 'Outline of Planning for Urban Construction Waste Disposal in Jiangsu Province', 'Plan for Resource Utilization of Construction Waste in Jiangsu Province', 'Guidelines for Resource Utilization of Construction Waste in Jiangsu Province', 'Opinions on Strengthening the Management of Urban Construction Waste and Construction Waste to Promote Resource Utilization', and 'Implementation Plan for the Disposal of Construction Waste Nearby', which has basically established a policy system for supervision and resource utilization that is comprehensive, advocates utilization, and forms a closed loop. At present, two landmarks are being formulated based on the development needs of the solid waste industry, the 'Application Regulations for Recycled Aggregate Concrete' and the 'Technical Regulations for the Resource Utilization of Engineering Slag' to accelerate the utilization of various types of solid waste including slag. Promote four cities including Changzhou, Suzhou, Nantong and Yangzhou to be selected into the first batch of construction waste management pilot cities in the country by the Ministry of Housing and Urban-Rural Development. The first and practical cases were clearly analyzed, and systematic research and guidance were conducted from planning and construction, process setup, facility construction, to capital investment and market-oriented operation, to guide local replication, promotion, and innovation.
6. Actively use the garbage classification publicity and guidance system. Taking the construction of 'no waste city' as an opportunity, vigorously advocate the concept of 'no waste'; use the urban management publicity month to widely publicize the concept of 'good management and good governance' in our province, and launch a province-wide garbage classification debate competition. Implement the publicity and implementation requirements of the Solid Waste Law and Regulations, formulate a publicity and implementation plan, ensure that there is publicity every month, and a theme every month, and guide various localities to carry out activities such as garbage classification into agencies, schools, communities, and garbage classification theme publicity months, and through the formation of a team of garbage classification instructors and the production of garbage classification micro-movies, mobile games, etc. Strengthen the publicity and guidance of domestic waste classification knowledge and methods so that residents understand classification; at the same time, focus on organizing and carrying out garbage classification activities on campus, popularizing garbage classification knowledge in universities, middle schools, primary schools and kindergartens, strengthening classification practice through various methods, allowing students to develop the habit of classification, and building a 'little hand holding big hand' transmission mechanism.
Although our province's 'waste-free city' construction and promotion work has achieved positive progress and results, at the same time, we are also clearly aware that the construction of 'waste-free city' and the improvement of solid waste resource utilization are generally in the initial stage. There are still some deficiencies in the work, such as insufficient education and publicity on solid waste, which is currently limited to garbage classification publicity; compared with construction waste, the resource utilization of slag is relatively lagging behind in both technical research and system construction; the solid waste industrial park mainly focuses on the construction of garbage treatment facilities and has not yet covered general industrial solid waste. Your proposal of 'improving the utilization level of solid waste treatment resources in urban areas' has important reference significance for our office to understand problems and study countermeasures. Next, our department will thoroughly implement the series of instructions and requirements of General Secretary Xi Jinping on urban solid waste management and resource utilization and the latest deployment of the Ministry of Housing and Urban-Rural Development, effectively strengthen scientific management, strengthen guidance, adapt measures to local conditions, and continue to promote, form a long-term mechanism, truly make the waste classification work detailed and practical, and will focus on the following tasks:
1. Complement the shortcomings in processing capabilities. We must continue to fulfill the government's capabilities, meet the needs of development, and solve the difficulties of enterprises, so that all types of solid waste have a place to go, can be disposed of, and can be used. Strengthen top-level design, further standardize the planning, construction, management, operation, supervision, etc. of various types of solid waste resource utilization, cultivate professional enterprises to become bigger and stronger, and follow the path of green development.
2. Promote high-quality development of the industry. In accordance with the requirements of the Ministry of Industry and Information Technology and the Ministry of Housing and Urban-Rural Development for the establishment of enterprises that utilize solid waste resources such as slag, relevant standards will be formulated and improved to standardize the construction of solid waste resource utilization facilities in the province. At the same time, we actively summarize the experience and practices of pilot cities, promote advanced production techniques and technical equipment, and improve the level of high-quality construction of facilities.
3. Increase efforts to rectify 'small, scattered, chaotic and polluted' enterprises. Together with the provincial industry and information technology, ecological environment and other departments, we will take the lead in organizing a comprehensive rectification of 'loose and polluting' enterprises, strengthen environmental supervision of building materials enterprises with incomplete environmental protection procedures, substandard pollutant emissions, and inadequate dust control, handle and punish them in accordance with the law, and jointly promote the standardized operation of solid waste resource utilization enterprises.
4. Open up the industrial chain for the recycling of resource-based products. Research and formulate relevant standard systems for the utilization of recycled products, so that the promotion and use of recycled products can be based on evidence. Increase efforts to promote the use of recycled products, encourage local governments to include qualified reused products in the recommended green building materials catalog and government green procurement catalog, and promote product application. On the premise that the technical indicators meet the design requirements and meet the usage requirements, government investment projects are clearly required to use a certain proportion of recycled products.
The fifth is to continue to strengthen publicity and guidance on solid waste management. Cooperate with the Provincial Department of Ecology and Environment and the Provincial Department of Industry and Information Technology to continue to carry out publicity activities on solid waste management and resource utilization, organize and carry out various publicity activities in communities, schools, and enterprises to enhance public awareness of the prevention and control of environmental pollution by solid waste. Carry out science popularization through product manuals, corporate exhibitions, industry exhibitions, WeChat public platforms, etc., comprehensively strengthen science popularization and achievement promotion related to the utilization of solid waste resources, and further enhance ecological and environmental protection awareness.
